Is it illegal to use corn as bait while fishing in Vermont?

A friend of the family insists that this is true, and further that eating corn and getting away that the fish will expire from it. I think he's full of it, and I know folks that have used corn and mini-marshmallows as bait for years, especially for stocked fish.
