Looks like the top could unscrew, but the screws in back don't' do anything. The PSI gauge is about 90 years old.
try unscrewing the face plate itself. most gauges have a glass or hard plastic held in place by the cover plate screwed onto the body. otherwise, screws can hold it in place as well as the face plate held in place by compression.
